Architect of Texas dark money rule replaced on state ethics panel

Just one month after the U.S. Supreme Court issued its landmark Citizens United decision in 2010, giving corporations and unions the green light to spend unlimited sums on ads and other political tools, then-Gov. Rick Perry made what seemed like an innocuous appointment to the Texas Ethics Commission.

But Perry’s selection — Corpus Christi litigator Jim Clancy — proved to be perhaps unwittingly prescient at a time when so-called “dark money” was on the cusp becoming a huge factor in Texas politics.
